Application Unavailable Empty Application Unavailable

My application is submitted but only users who are added as "Developers" can login. When I logged in with non-developer account, I got the above error.
"The application you are trying to access is unavailable or restricted."

Solution:
maybe app is defined as "sandbox mode" (or developers mode) only.
that's why you get the above error.
so edit application settings
